What are you talking about?  MCPS has clearly decided to ditch any pretense of equity, and instead cater to the better off schools while screwing over the poorer schools.  The rich schools have got it made with Taylor and this BOE.  Haven't you been paying attention?

nonsense.  do you even live in the area?  if the poorer schools have less, its b/c MCPS spends all the money on ESL classes.  thats a situation the MOCO has created.
