But they are also incompetent.  They lose people because they have shi**y systems in place, are lazy, and don't see people as human.  It's a nightmare. [/quote]

I recall in Trump I they lost tons of kids in the system, the kids got shuttled around and nobody knew where they were, ended up fostered and so on, separated from their parents.   Shitty systems for tracking detainees (at least as an excuse, anyhow) and that IS their job,  yet there are numerous stories about how they are compiling extensive databases and using facial recognition, searching social media and other technologies for tracking and compiling dossiers on protesters, journalists, immigration lawyers, advocacy group members and so on - even though none of that is actually their job or legal jurisdiction.[/quote]
