Agreed. It seems like the casualness of it all ...similar to increase in frequency of religious holidays/teacher's planning days that don't consider the difficulties of parents. In a pinch, Middle School kids can be by themselves but for elementary school kids, these days off are stressful and extremely inconvenient. A rare day here or there is understandable, but a whole week is nuts. In addition, many parents come from regions in which snow and ice are commonplace and have a hard time understanding why this is so novel.
What is so hard to understand? I too come from a region where snow and ice is common. Up there, it's much more common. Governments have the equipment to deal with it - to plow, sand, salt. People also make arrangements, such as owning snow blowers or hiring private plows for their own property. And they know how to drive in it and put snow tires on their cars. All of that makes a huge difference in opening and getting around safely. I guess we could do all of that but most people don't find it worthwhile because we don't get that much snow and all of this costs money. Maybe not a coincidenced that taxes tend to be higher in the northern states that can handle their snow? Do you want to pay higher taxes pp so we have fewer snow days? Taht's the tradeoff, if so, go lobby for that.
