Peacock Cafe is perfect for this. Lots of options for your daughter's friends, lively atmosphere, and right in the middle of Georgetown so they can browse.
I live in Georgetown and my husband and I just ate there today. We liked it and eat there frequently. For the person who suggested La Bonne Vache in Georgetown, we love it, but they don't take reservations. Whoever suggested Filomena...great idea and it continues to generate good buzz. You could go there and walk to the waterfront after. Whoever suggested The Wharf, it is fun, but OP said some don't like " funny food"...and many of the Wharf restaurants are ethnic. We had fun there this summer at a place there, Pink Tiger, but it is mostly Asian food. There are other Asian restaurants there, seafood, etc.
I'm the poster who suggested Peacock Cafe in Georgetown. I just wanted to add that Filomena is the worst Italian restaurant I have ever been to. Every dish on the menu is overwrought -- and it's SO expensive. An out of town relative insisted we go there and it was AWFUL. The interior is also hideous. AVOID.
