Computer is no problem because ethics rules allow reasonable use of Govt equipment. Time, however, is more problematic. You can make up by coming in early/leave later or take annual leave. Seems to me the whole thing is nothing burger really.
Nope. Our agency would not consider that to be “reasonable use.”
NP. I would disagree. Reasonable use means it's not costing the government any additional money and it's done on your own time.
Feel free to disagree all the way to admin leave. As well, interviewing for a *new job* is kind of the paradigmatic example of something you are doing for you own benefit and the detriment of your current employer. It’s just dumb dumb dumb and unprofessional to do. It would make me think you like to cut corners and that you don’t value the job enough to take leave for the interview.
I wouldn’t do it cause I like my privacy, but it’s one federal job for another. Sure, the money is appropriated into discrete buckets by agency, but in the end, it’s all federal funds. In my federal job, I need to give 8 hours, so if there is an hour gap of doing something else it doesn’t matter so long as I get my 8 hours in. Not to mention, I’ve never heard of an interviewer asking whether the interviewee was officially signed out. But I’d love to know if a proposed employer thinks like you, bc I don’t think we would be a good fit.
