Yes it is. It's also a good idea. But that doesn't change what I said.  Fund it and cut the Council's grift.  An unfunded mandate is the worst scenario.[/quote]

Of course the bill should get funded. But if it gets stuck because of budget scoring one way to fix this is to do what the PP suggested - require DPR to reallocate resources from other days with light utilization.[/quote]
