Is it true some Ivies don't count 9th grade GPA?
No. Emory and UCs don’t count 9th grade. All ivies look at all four years
Stanford doesn't count it either.
Stanford doesn't officially count 9th grade GPA but when you look at the applicants from our private high school (year after year) they mysteriously take the kid who has the highest overall GPA (generally an unweighted 4.0 over 4 years) So I think they do recognize what happens in 9th grade in an unofficial way or when comparing kids from the same school to each other. I confirmed this with our college advisor because my kid had a 4.0 10-12th but imperfect grades earlier and the head of college counseling was like, "yeah, no chance" for this reason.
