It does have a DCC focus in the text to emphasize and push back on ways that part of the county is getting the short end of the stick, but I don't see anything advocating for people in that part of the county to be treated better, just treated equally? Doesn't everyone want the program process to be slowed down a year to give parents, students, and teachers a chance to give feedback and try to figure out a plan that will actually be fair and successful rather than rushed and a failure?[/quote]
