I personally hate the slutty Halloween trope, but I agree with PPs that this seems actually very similar to the crap the girls wear for Homecoming. But I wouldn't die on this hill, since it's Halloween and not worth the angst.  I agree with PP that a cape would actually improve this outfit immensely, and it might be acceptable to the girls and potentially give a little cover for the girls in the group that are actually a little uncomfortable with it, but don't feel they have the social currency to push back on the group costume.

I probably would also make a comment about how it saddens me that girls feel that they have to parade themselves sexually in order to gain acceptance among peers -- you don't see 15 year old boys dressed in skimpy little gladiator costumes.  Whenever you see a marked gender divide in practices, it is worth asking yourself why.   [/quote]
