[/quote] Personal accountability is not the standard by which public policy is decided. If it were, the government would not provide vaccinations (which it does if you didn't know), there would be no public school (because you'd take responsibility for your children's education, right), no food stamps, no federal education loans, heck, no police or firefighters or judicial system. Instead, there is a cost/benefit calculation that is done. Is the benefit so overwhelming that the cost is worth it? I think in the case of birth control, the case is yes.[/quote]
