For mentally ill and addicts, the official shelters don't work well. I'm old enough to remember that old hotels would be turned into cheap rooms for rent for extremely low earning people: you would rent a bed and room and that was it. All of those have been torn down, but need to make a comeback if you want people off the streets. [/quote]
