You are right on.  Strangely, though, DC's Office of Planning is proposing to eliminate off-street parking requirements for new condo and apartment construction in much of DC.  They reason that everyone will magically take buses and Metro everywhere.  Wrong.  It's a recipe to shift private developer costs onto the backs of the public as more and more drivers compete for scarce space on the public streets.  Way to impact the quality of life within several blocks of such "carless" (or is it "careless") new projects.[/quote]
