You need something to prove who you are to get a replacement. I ended up having my mom request a replacement for my birth certificate and then I used that to get a new license but it was a really long process. Before it occurred to me that my mom was entitled to a copy of the birth certificate, the only option was for me to go to New York with witnesses to appear in court and arrest to my identity.
