If there is a lot of "redtape," supervisor can communicate that to employee. OP, your supervisor should never have let you accrue this much comp time. If they wanted to just pay you out, they would have approved overtime. Start taking days off in short increments now to use it down. When is your colleague coming back from medical leave?
