Good grief, OP.  You have a very immature understanding of news as it relates to politics.

The statement Trump made was in regard to having governors, like Abbott, lead disaster response and having the federal government send the funds that have been used by FEMA directly to the states.  Since FEMA is still in place (totally revamping the way funding will happen WRT FEMA will take time), FEMA is currently the responding agency.

Ehhh, that's not what Trump said or meant at all. He wants governors to operationally and financially respond to their own state's disasters. And if they cannot do so, he doesn't believe they are fit for governor.[/quote]
