Flooding is in fact predictable, particularly in this area which has flooded many many times. If you are paying careful attention to the locations and rates of the precipitation you in fact can try to predict when and where the flooding will occur. And the more data and experience and research that you put into it will increase the accuracy of the flooding predictions.[/quote]
