What will happen is upper middle class parents will shrug and pay (it’s cheaper than the alternatives), lower income people will get in, and a lot of people who can barely bother to get their kids to school won’t do the paperwork and their kids won’t have daycare. This is the fate of every means tested program ever. Council could do this, but should only do it with income limits. All UMC families should have to pay. The current situation where some UMC families pay and others don’t doesn’t seem feasible to me with DC’s finances.[/quote] +1 You can’t just give free aftercare to all students at Title 1 schools.
