The Environmental Protection Agency (EPA) is part of the executive branch of the U.S. government. More specifically: It’s an independent agency, which reports to and is overseen by the President. The Administrator of the EPA is appointed by the President and must be confirmed by the Senate. Which means the president doesn’t have to keep employees that refuse to comply with his directives.
