[/quote] Welfare programs don't work. People (mostly) don't commit crime because they are poor, they commit crime because they are mentally ill, impulsive, or have a mental disability. Unfortunately, social services are very not effective at reducing crime. The most effective thing at reducing crime is incarceration for repeat offenders. People can't commit crimes and harm the general public when they are in prison. [/quote]
