Putting aside the legal issues, how would they actually do that?  People and companies send their federal taxes directly to the federal government.  They don’t go through the California state government first.  So how would California “withhold” it?[/quote]

Paraphrasing another post elsewhere:

The state of California has jurisdiction over the payroll processors which transfer withholdings to the IRS.

The courts with jurisdiction are in California.

Pass a law requiring all businesses in California to pay all federal withholding/taxes into an escrow managed by the state to be used to pay the federally legislatively allocated funds. Shift the burden of compliance from individuals to the state.
