People and companies send their federal taxes directly to the federal government. They don’t go through the California state government first. So how would California “withhold” it?[/quote] Paraphrasing another post elsewhere: The state of California has jurisdiction over the payroll processors which transfer withholdings to the IRS. The courts with jurisdiction are in California. Pass a law requiring all businesses in California to pay all federal withholding/taxes into an escrow managed by the state to be used to pay the federally legislatively allocated funds. Shift the burden of compliance from individuals to the state. There are a lot of serials to work out, but it could be done.[/quote] lol, details, not serials.[/quote]
