Hamas then tried reinserting the provision that Israel removed from the May 25 agreement. The strategy has long been reported: Netanyahu is on record as arguing that Hamas staying in power helps block the creation of a Palestinian state. With a “terrorist organization” in control of Gaza, Israel can argue there’s no legitimate Palestinian partner for peace talks. Israel also facilitated Qatari funding to Hamas-run Gaza for years, partly to prevent the Palestinian Authority (PA) from regaining control. A unified Palestinian leadership across the West Bank and Gaza could have strengthened the push for a two-state solution — something Netanyahu has worked to obstruct. A now-infamous 2019 quote from Netanyahu said (published in Haaretz):[b] “Anyone who wants to thwart the establishment of a Palestinian state must support bolstering Hamas and transferring money to Hamas.
