They've also vandalized the floors, desks, power strips, whiteboards, and bulletin boards. Their parents won't back me up, and admin says they have bigger fish to fry, so the behavior continues. It's a lot harder for an administrator to ignore the fact that Larlo is a theif and tell the teacher there's no proof that Larlo did anything wrong if there are 3-4 angry parents on the phone, all reporting that their children saw Larlo take the headphones from the bin or stole their kids' chargers right before a test.
