Are there any guidelines about screen time given to teachers by the school admin? Our kid seems to get infinite screen time, but I hear from friends at JKLMs that it's less prevalent there - is that a school rule, or just better teachers in general?
I'm not the OP but screentime is not necessarily because of teacher quality and I'd hesitate to make any correlation at all. Screens are currently used in DCPS for testing. They may also be used to provide additional resources as needed for kids as schools in DC have wildly different resources when it comes to books and programming. There are also some schools with brand new gyms and climbing walls and cafeterias and large libraries. And there are some with crumbling buildings not nearly large enough so when it rains there are not always other options. Screens are also, like it or not, a part of life. If you're in your 30s you've probably been using a computer most of your life, including at school. You're using a screen during working hours to complain about screens. I'd like a bit less of it but bad teachers may never use screens and good teachers may absolutely use them when appropriate.
