The district in MD is the county (or City of Baltimore), not the town or pyramid, as in some states. That is where equal protection would apply, and differential budget paradigms would tend to violate that. This does not apply to differential funding for individual schools based on established criteria (e.g., Title I) determined not to violate equal protections in the first place. If direct voter approval of the overall MCPS budget is sought, a ballot initiative to institute such would be the way to go. One might need to advocate for a change to MD law to allow that, as well, as MCPS is a local authority under MSDE.[/quote]
