Any suggestions?[/quote] How tall is the fence ? Consider installing the highest solid fence permitted by your jurisdiction with a water fall type feature in the 2 foot space. This will probably be limited to 8 feet tall, but it would be a good start. A 15-20 foot tree with a canopy may require a larger space than 2 feet in order to access the root system with water.[/quote]
