[/quote] The federal system sets the eligibility threhold at 40% but APS uses 50% before they apply. Presumably they could make an exception for one school since it's an APS policy.[/quote] So the question is WHY would they feel the need to make that exception? -or- Is ATS all of a sudden >50% FRL?[/quote]
