My husband's 2nd cousin has always been lazy and a hoarder and about 15 years ago he inherited his mothers home, in a water community in Annapolis. Last time we visited 10 years ago we didn't go inside for fear of rats...plus he didn't invite us in. It is a million $ plus neighborhood and some flipper is going to love that place when he passes (he's in his late 70s) as it is probably only worth the price of the land it sits on as he has ruined the house so much.
Rule of the thumb. People living in properties that are considered tear down by neighborhood standards are not going to be motivated to be constantly fixing up, refreshing curb appeal and spending 10s of thousands on landscaping and constant care to keep manicured fronts people with unlimited disposable income can who build new homes. They will never get their money back from any improvements, so they keep bare minimum standards. OP describes situation of extreme neglect and vermin, this is an issue. But people here constantly moan about moving to a tear down neighborhood and being disappointed with the aesthetics of how people maintain homes that are only sold for the price of the land and get immediately demolished. Would you bother spending money fixing landscaping when you know it will be torn down in weeks after you sell the house? 2+2=4.
