It's not a mistake.

1. Fire more people than you should, and in a capricious way.
2. The workers that are left are demoralized and more likely to leave, because they don't know if another capricious blade will take them out. 
3. Now you have to fill back positions that are empty, and a lot of people who were fired have already found other jobs or just aren't going to want to come back.

So now you have a situation in which waiting for normal attrition or going through standard routes to get people out (e.g., PIPs) would have taken forever, but surprise! You "broke" things in a very advantageous way.

Yeah, but they also fired 10+ scientists/lab heads at NINDS. Then admitted it was in error. No loyalty issues there. Just pure stupidity.[/quote]
