Here’s information about public transportation to Keukenhof from their website. You can buy a ticket to Keukenhof that includes public transportation there! 
I found public transportation to be reliable in Amsterdam. The main problem with tours is that you might not get to spend as much time as you like in the place. You have to be back at the bus for xxx time. 
Tours are good when public transportation is not good or if you don’t speak the language at all and so are nervous about taking buses and trains on your own.
