This isn't a one and done battle. We should stop all capital spending that hasn't been started, slow down the spending we've started and preserve cash. In other words, be ready with a $1b capital budget cut that we can argue is compliant. Between the Jail annex, CapOne, and bike infrastructure that is doable.
