It needed to be rebuilt after Trump's first term. I mistakenly thought Biden intended to oversee that rebuilding. Unfortunately, the Biden Administration slow-walked the accountability part of rebuilding, did nothing to close the loopholes Trump exposed, and thought holding Trump up as a existential threat would force people to keep Dems in power. All that to say, we won't be able to rebuild anything until we rid ourselves of politicians, on both sides, who believe they can exploit and benefit from the existing status quo.
+1 I listened to an excellent podcast called After Trump, with two expert longtime government attorneys from both sides of the aisle recommending how to make all of the “norms” that abound in our system which Trump kept defying into laws. We did manage to codify changes to the Electoral Count Act which was important but very few others were done. Trump left a total mess for Biden to dig out of but it’s still disappointing.
