If something is a petition to be presented, say, to a state SOS office in connection with an election, then clearly illegal. But if it is just a petition for PR purposes, maybe not. OTOH, paying the signers on the basis of being registered voters still ties it to the electoral system even if it is all PR. Obviously Musk knows nothing about legal process or rules or whatever. If Tesla was a competitor, he'd be showing up with the flamethrowers. [/quote]
