There is zero chance that a hurricane is going to sneak up on Miami without anyone noticing. Even 100 years ago, people knew when a hurricane was coming. We will still have satellite imagery and radar. The difference is that the improvements in forecasting and modeling that those additional scientists would have contributed to will not happen, which will cause insurance costs to rise higher than they would have.
