[/quote] If you read it and understand it, it's not at all what it means. Suburbs are not uniform, they vary by SES as they did before. Same is true for the inner city areas. The post refers to these differences saying that areas with higher SES or those that had always been areas of higher SES even decades before would fair better. It's common sense. [/quote]
