School achievement is determined by the curriculum chosen to actually teach the children, and the way teachers are trained to instruct. [b]Which has ALWAYS been determined at the local school board level. Reading scores are down because it was a big trend in the last 20 years to stop teaching phonics, which was popularized by an idiot from Columbia Teacher's College.
