MD has these types of restrictions all over CC and Bethesda to prevent people from using side streets to access Wisconsin and CT at either rush hour times or 24/7.

Was just going to say this.

The cut-through going between Old Georgetown Rd and 355 during rush hour is inaccessible.   
Once cannot take Beech (near the Y) and then turn left to reach Pooks Hill Road (off of 355).    Same in reverse.   It has been this way since the 90's when I lived at the Promenade.
