How so? If you are legally renting in bounds. Lease, car registration, utilities etc and no one else can claim that address except for you how would that not be considered your residence? I am pretty sure it would be.[/quote]

You're wrong. If you're not sleeping there, it's not  your residence.  If you're asking if you'll get caught, that's a different question, but if that's not your residence, ie where you AND THE CHILD (unless you're divorced and one parent lives in DC) *sleep*, you're committing residency fraud.[/quote]
