Considering that you can get a refurbished iPad 3rd Gen for about $50 more than the Mini, I wouldn't recommend it to anyone. If price is the primary consideration, the Kindle and Nexus options are much better. If it has to be an Apple product, then the iPad is a much better deal at the slightly higher price. The only reason I can see to get the Mini is if you specifically want a smaller, less-powerful iPad and don't mind paying more money for less.
You are making the wrong comparison, but the answer is what I bolded. If you want a full-sized iPad, you will obviously get a full-sized iPad. The Mini is for people who don't want a full-sized iPad. Why wouldn't they want a full-sized iPad? I have no idea, but there are obviously people who don't given the already strong Mini sales. When the iPad came out, it was dinged for simply being "a big iPad Touch." Now, the Mini is being criticized for being nothing more than a "small iPad 2." As gets pointed out in, ahem, another forum on this site, size does matter. As a result, size considerations will drive purchases.
