Maybe the express lanes make it faster for everyone willing to pay to drive in the express lanes, but for everyone else, congestion is just as bad or worse. It has to be just as bad or worse, because otherwise nobody would be willing to pay to drive in the express lanes, and then Transurban wouldn't turn a profit.[/quote]
