Because if she did, DC would’ve had a vote all this time since then. As it turned out, Heller overturned DC’s unconstitutional gun ban, and Utah got an extra seat anyway due to its growing population. So it worked out for the best in the end. We got the Constitutional freedoms we wanted for DC residents, Utah got another Republican seat in the House, and DC still doesn’t have a vote. It was the perfect outcome for us, and DC got nothing.
