When my son was in Cub Scouts, the pack met monthly, his den also met monthly, there was a hike a month, a service project or other activity like Pinewood Derby every couple of months, and campouts twice a year. He's in a BSA Troop now, and they meet weekly, have a monthly campout, and have frequent service projects and other activities. No one does everything. Several of our scouts have sports, theater, and other commitments part of the year, for example.
This is key. At the older levels, everyone is really busy and it's hard to coordinate weekends that everyone is free. So as a Troop, we offer a bunch of activities (monthly campouts, service projects, and just fun stuff like rock climbing or caving), but nobody is expected to do everything. We assume some kids will join the campout in September, others will join in October, etc. Generally, those who are more active will advance faster, and that's fine. We have some who progress through the ranks by the time they're 14, others take right up to the days before their 18th birthday.
