There used to be an amateur code for the Olympics. There was tension during the Cold War when many eastern block athletes were employed by the state or in the military, allowing them to be full time paid athletes.

They changed the rules to allow professionals in the Olympics leading to the Dream Team basketball team and the entry of professional tennis players. It also allowed swimmers, gymnasts etc to get paid endorsements during their competitive careers.
