Let's pretend the contract is for $1,000 and not $30M.  So we are under contract to pay the vendor $1000
$500 will come from CIP to pay them 
$100 will come from grants to pay them
That leaves $400 which will come out of operating budget OR IAF if a school chooses to buy something for their school.

Let's say Bethesda ES wants to buy a 3D printer that costs $100 and they buy it through this vendor. They can use IAF money since it's for their own individual school and that $100 counts towards the contract expenditure total.  So now only $300 will come out of operating budget.

If no schools want to use IAF to buy extra technology from that vendor, no problem then all $400 will come out of operating budget because it's been identified to use.

No where in the resolution does it even say the words fee, Chromebook, or transfer. [/quote]
