Because in this county, we have clearly given up on our youth.  Nobody wants to hold these high schoolers accountable, and they know that they can do what they want, without issue.

The librarians are powerless to stop it.  What can they do?  They're not equipped to handle confrontations and it's not like they can physically remove these kids from the premises.  School admin is also powerless.  No meaningful punishment is allowed.[/quote]

Need to build a community center next to the library.

Let the quiet people stay in the library, and the loud rowdy people hang out in the playroom in the community center.
