Threads only stay on the first page when posts are actually being made. The currency of the post is what ranks post. As new threads are made or discussed more, threads drop down the page and ultimately get moved to "page 2" and beyond as discussions get added. The thread dropped to page two due to inactivity. That's how it works as you noted in the bolded above. If nobody posts it drops. Making a new thread with the same title will get deleted.
