[/quote] The cops I see in Bethesda seem to be very responsive and are out on the streets. Ok, I haven't seen any walking the beat, but they are out in their cars. They don't stand idly by, that's for sure. But.. I can see why their morale declines because they make the arrests then prosecutors do nothing.
