No one wants to address the elephant in the room - we have so many people driving without DLs and/or insurance because a) we have an enormous population of illegal immigrants living in our sanctuary county, b) people don't give a crap about having a DL because laws aren't enforced, and c) people would rather take the risk of driving without either DL and/or insurance becuse it saves them money.  Blaming 'lack of resources' is a cop out that can serve as a panacea to excuse away anything besides personal responsibility.

No one is ever responsible for their terrible choices these days, and the rest of us in society keep paying and paying who obey laws and rules because our pols like Mink condone it. [/quote]
