[/quote] This. Most of the fare jumpers I see look like students. Just hand out the damn cards to every DCPS student. Also, another easy fix is just having a Metro employee or police officer standing next to the fare gates. Not in the booth, but right next to the gates. There are studies showing that this cuts fare jumping significantly.[/quote]
