I thought the issues around the charter school were whether the school, which would occupy a soon-to-be-vacant elementary school building, would (1) serve the needs of at-risk students in eastern Fairfax and/or (2) have an adverse impact on Falls Church HS, if it leads to a reduction in that school's enrollment. From what I've read, western Fairfax may soon need an additional high school, and eastern Fairfax may need more elementary school capacity, but I'm not sure what that has to do with the charter school proposal.
