Here are some possibilities:

Rock Creek Forest - 5330 Grubb Rd, 20815 - in the BCC cluster
Luxmanor Elementary School - 6201 Tilden Lane, Rockville, MD (has the tight knit community with pool nearby, close to 270 and 495, sidewalks in parts of neighborhood) - WJ cluster
Beall Elementary -451 Beall Ave, Rockville, MD 20850 - Richard Montgomery cluster
Westover Elementary -401 Hawkesberry Lane, Silver Spring, 20904 - Northeast Consortium
Stonegate Elementary - 14811 Notley Rd, Silver Spring, 20905 - Northeast Consortium - have met lots of diverse, involved parents from this school but don't know if the commute would be doable.

You can mapquest the commute and use school boundary maps to get an idea of the area for the elementary school.

In the Rock Creek Hills section of Kensington kids start at Rosemary Hills for part of elementary school and from there go to North Chevy Chase Elementary then on to Westland Middle School (although a new middle school is being considered for Rock Creek Hills) and finally Bethesda Chevy Chase High School. In the Parkwood section of Kensington (less expensive than Rock Creek Hills) kids start at Parkwood Elementary in Kensington and end up at Walter Johnson High School. None of the Kensington neighborhoods except The Town of Kensington have sidewalks.
